A Horsley Referral Agent is a Virginia-licensed real estate agent affiliated with Horsley Referral Company, LLC whose role is limited to referring buyers and sellers to full-time IsaBell K. Horsley Real Estate agents.

Referral Fee Between Agents

The referral fee between the receiving brokerage and the referral agent typically ranges between 20% – 25% of the receiving brokerage’s commission. The exact referral percentage is determined by agreement between the parties.


Your split with Horsley Referral Company

Your commission is paid on an accelerated split:

  • 70% agent / 30% company on the first $500,000+ in sales volume
  • 80% agent / 20% company on $1,000,000+ in sales volume
  • 90% agent / 10% company on $2,000,000+ in sales volume

Splits reset each year on January 1.

Program Details & Requirements

To join and remain a Horsley Referral Agent, you must:

  • Hold an active Virginia real estate license in good standing with DPOR
  • Be in good standing with your current MLS and REALTOR® association at the time of transfer
  • Agree to and be governed by the Horsley Referral Company, LLC policy
  • Be governed by the rules and ethics of VAR and the REALTOR® Code of Ethics

Referral agents DO NOT:

  • List property
  • Show property
  • Prepare or negotiate contracts
  • Provide opinions of value
  • Perform brokerage services of any kind

If a referral agent is contacted for real estate advice or services, they must direct the client to a full-time agent.

Referral agents are paid after:

  • The transaction has closed, and IsaBell K. Horsley Real Estate has received both the settlement statement and the commission check from the closing company.
  • No advances are paid prior to closing.
  • Referral fees are paid brokerage-to-brokerage in accordance with Virginia real estate law. No referral agent receives compensation directly from a client.

There is no cap on referral income. However, each referral agent must submit at least one referral per calendar year. If no referral is submitted in a year, a $200 annual fee is required to continue holding the license with Horsley Referral Company.

A properly completed and signed referral agreement (VAR Form 800) must be submitted to the IsaBell K. Horsley Real Estate main office in Urbanna at the time the contract is ratified.

Referral agents:

  • Do not have MLS access
  • Do not pay MLS fees

Referral agents are considered inactive for brokerage purposes.

Referral agents are covered under the company’s Errors & Omissions insurance. Individual E&O insurance is not required.

However, referral agents remain financially responsible for:

  • Uncovered claims
  • Deductibles
  • And any legal or financial costs resulting from actions outside permitted referral activity.

All referral agents must:

  • Contact the IsaBell K. Horsley Real Estate main office in Urbanna 30 days prior to their annual anniversary date.

This ensures required paperwork is resubmitted to the local MLS board of the agent’s choice. This must be completed each year to remain part of Horsley Referral Company. Any renewal or administrative costs required by the MLS or associations are the responsibility of the agent.

DPOR transfer fee is paid by the agent. Any MLS transfer or administrative fees (if applicable) are paid by the agent. $200 annual continuation fee applies if no referral is submitted in a calendar year.
